Why did Paul feel justified in believing that God would complete the work of redemption in the saints in Philippi?

They were in Paul’s heart and Paul was in their hearts. They were supporting Paul and associating themselves with him in his imprisonment, and also in the defense and confirmation of the Gospel. They were sharing the Divine grace that had been given to him. v7
